- [en] In order to provide predictability to Member States under migratory pressure and to contributing Member States, the Report and the Decision should be accompanied by a Commission proposal identifying concrete annual solidarity measures, including relocations, financial contributions and, where applicable, alternative solidarity measures, and their numerical scale likely to be needed for the upcoming year at Union level, recognising that the various types of solidarity are of equal value.
