Til að tryggja að nauðsynleg verkfæri séu fyrir hendi til að aðstoða aðildarríkin við að takast á við áskoranir sem upp kunna að koma vegna veru ríkisborgara þriðju landa eða ríkisfangslausra einstaklinga á yfirráðasvæði þeirra, óháð því hvernig þeir fóru yfir ytri landamæri aðildarríkjanna, ætti að fylgja skýrslunni ákvörðun um hvaða aðildarríki teljast vera undir álagi af völdum fólksflutninga, eiga á hættu að verða fyrir álagi af völdum fólksflutninga á komandi ári eða standa frammi fyrir verulegum fólksflutningum (hér á eftir nefnd ákvörðunin).
- [en] In order to ensure that the necessary tools are in place to assist Member States in dealing with challenges that can arise due to the presence on their territory of third-country nationals or stateless persons, regardless of how they crossed the external borders of Member States, the Report should be accompanied by a decision determining which Member States are under migratory pressure, at risk of migratory pressure during the upcoming year or facing a significant migratory situation (the Decision).
