Reglur Sambandsins eru einnig til staðar til að tryggja hátt heilbrigðisstig fyrir menn, dýr og plöntur sem og velferð dýra innan landbúnaðartengdu matvælakeðjunnar og á öllum sviðum starfsemi þar sem lykilmarkmiðið er að berjast gegn hugsanlegri útbreiðslu dýrasjúkdóma, sem í sumum tilvikum geta smitast yfir í menn, eða skaðvalda sem skaða plöntur eða plöntuafurðir og til að tryggja verndun umhverfisins fyrir áhættu sem gæti skapast vegna erfðabreyttra lífvera eða plöntuverndarvara.
